Levelling Up Fund
The UK Government’s Levelling Up Fund (LUF) is a capital funding programme that invests in infrastructure projects designed to improve everyday life, regenerate town centres, enhance transport and public spaces and support long-term economic growth. Across the UK, the fund supports projects that create stronger, more resilient communities and help unlock future investment.
Moray Council secured £18,285,251 through the UK Government’s Levelling Up funding in November 2023 to support the delivery of the Elgin City Masterplan programme. This significant investment is supporting the regeneration of Elgin town centre through improvements to public spaces, accessibility, active travel connections, cultural assets and key infrastructure, helping to create a stronger and more sustainable future for the area.
During 2025, the programme progressed through detailed design development, site investigations, statutory consenting and procurement activities. A significant milestone was the appointment of Pat Munro Construction Ltd through Moray Council’s Civil Engineering framework, enabling projects to progress into mobilisation and construction planning as the programme moved into delivery during 2026.
During 2026, the programme has entered a key delivery phase, with projects progressing through mobilisation and into construction. Communities are beginning to see visible progress across the programme as projects move into delivery.
The programme comprises a portfolio of linked regeneration projects designed to revitalise Elgin city centre, improve public spaces, enhance active travel connections and deliver resilient infrastructure. Together, these investments will improve Elgin’s attractiveness, accessibility and resilience while supporting residents, businesses and future investment.
