FOI Request - Dogs on Beaches

Request 101004071892

Where a question asks for yearly figures, please give them for each of the financial years 2022/23, 2023/24, 2024/25 and 2025/26.

1. The number of times the council took enforcement action for breaches of rules restricting dogs on beaches (for example written warnings or reports to the Procurator Fiscal), and the number of fixed penalty notices issued under the Dog Fouling (Scotland) Act 2003 for offences on beaches. If recorded, please break these down by beach and by month.

2. The total income received from those fixed penalty notices, each year.

3. The number of complaints or reports the council received from the public about dogs on beaches (for example dogs in restricted areas, dog fouling or dogs out of control), each year, by beach if recorded.

4. Whether enforcement relating to dogs on beaches is carried out by a contractor. If so, the name of the company and the total paid to it each year, or, if it is paid differently, a description of how it is paid.

5. Any management rules, byelaws or other provisions that currently restrict dogs on beaches: the date each came into force, the dates of any seasonal restriction, and the beaches covered. A link to the published rules is a perfectly good answer to this part.

6. Any review, consultation or proposal, planned or under way, that would change the dog restrictions on the council's beaches, with the expected dates. For the most recent consultation on the current rules, the number of responses received and, if recorded, how many supported and how many opposed the restrictions.
