Unsuitable Accommodation Order
11. How many breaches of the Homeless Persons (Unsuitable Accommodation) (Scotland) Order 2014, as amended, or any other applicable Unsuitable Accommodation Order, were recorded by your Council between 1 January 2026 and 17 August 2026 inclusive?
Please state whether the figure counts households, individuals, placements, days in breach or another recorded measure.
12. Of the breaches identified in Question 11, how many occurred in:
a) hotels;
b) bed-and-breakfast accommodation; and
c) other forms of temporary accommodation?
Please identify the types of other accommodation involved where that information is recorded.
Rough sleeping and refusal or non-provision of accommodation
13. How many people were recorded by your Council, or services acting on its behalf, as rough sleeping within your local authority area between 1 January 2026 and 17 August 2026 inclusive?
Please provide, where held:
a) the number of unique individuals; and
b) the total number of recorded rough-sleeping presentations or incidents.
Please identify the counting method used and make clear where repeated presentations by the same person are included.
14. How many homeless people were refused, not provided with, or otherwise left without temporary or emergency accommodation after requesting accommodation from your Council, or services acting on its behalf, between 1 April 2026 and 17 August 2026 inclusive?
If the Council does not record this under the term “refused”, please provide equivalent information held under outcomes such as:
“No accommodation available”, “no placement made”, “accommodation not secured”, “applicant left without accommodation”, or any similar recorded outcome.
Where held, please distinguish between cases in which the Council did not offer or provide accommodation and cases in which an applicant declined an offer of accommodation.
Please state whether the figures relate to individual people, households or separate requests for accommodation.
Expenditure on hotels and bed-and-breakfast accommodation
15. What was the total amount of public money paid, invoiced, committed or otherwise spent by your Council, or services acting on its behalf, on privately operated hotels and bed-and-breakfast accommodation used for homelessness or temporary accommodation purposes between 1 April 2026 and 17 August 2026 inclusive?
Please provide:
a) the total expenditure;
b) the amount attributable to each hotel, bed-and-breakfast establishment, operator or provider;
c) the name of each provider or company, where disclosure is permitted; and
d) the number of placements and/or nights purchased from each provider, where recorded.
Please distinguish payments already made from unpaid invoices and other outstanding commitments, where recorded, and avoid counting the same expenditure more than once.
Please state the accounting basis used, whether the figures include VAT and, for nights purchased, whether the figures represent room-nights, person-nights or another measure.
Commonwealth Games-related accommodation moves
16. Between 13 July 2026 and 2 August 2026 inclusive, how many homeless people were moved, transferred or relocated from temporary accommodation provided or arranged by your Council in connection with the 2026 Commonwealth Games, or preparations for the Games?
This question includes accommodation arranged by your Council both within and outside your local authority area. It is not limited to accommodation located in Glasgow or within your Council’s own boundaries.
Please provide, where recorded:
a) the number of individuals and/or households moved;
b) the accommodation or provider they were moved from;
c) the accommodation, provider and/or local authority area they were moved to;
d) the recorded reason for the move; and
e) any recorded information identifying the Commonwealth Games, availability of hotel rooms, cancellation or non-renewal of hotel placements, or increased demand for hotel accommodation as a reason or factor in the move.
If no such moves were recorded, please state this. If the Council does not record whether moves were connected with the Games, please distinguish this from a confirmed figure of zero.
Homeless Project Scotland referrals, applications and telephone calls
17. Between 1 January 2026 and 17 August 2026 inclusive, how many homelessness applications, referrals, presentations or requests for accommodation were received by your Council, or services acting on its behalf, from Homeless Project Scotland (HPS)?
This includes contact originating from HPS’s night shelter, helpline, staff or volunteers, whether made by telephone, email, online form or another recorded route.
Please provide a calendar-month breakdown, with August covering 1–17 August 2026 only.
Please make clear whether the figures count unique individuals, households, applications, referrals or separate requests.
18. Of the applications, referrals, presentations or requests identified in Question 17:
a) how many resulted in accommodation being provided; and
b) how many resulted in no accommodation being provided?
Please provide these figures broken down by calendar month, where held.
Where an outcome was pending, unknown or not recorded, please identify this separately rather than treating it as a confirmed outcome.
19. Between 1 January 2026 and 17 August 2026 inclusive, how many telephone calls were received by your Council’s homelessness, housing options, emergency accommodation or out-of-hours services from telephone numbers belonging to or used by Homeless Project Scotland, including calls made by HPS staff or volunteers requesting accommodation for homeless people?
This includes calls received by any shared, commissioned or contracted telephone service acting on your Council’s behalf.
Please provide the total number of calls and a calendar-month breakdown, with August covering 1–17 August 2026 only.
Where relevant, searches should include telephony and call logs, out-of-hours records, homelessness case-management systems, referral records and other systems capable of identifying HPS as the source of a call or referral.
20. Of the HPS calls identified in Question 19, how many involved a request for temporary or emergency accommodation, and of those:
a) how many resulted in accommodation being provided;
b) how many resulted in no accommodation being provided; and
c) how many were recorded as “no accommodation available”, “no availability”, “no placement available” or an equivalent outcome?
