FOI Request - Definition of Words in Council Policy

Council officers interpret legislation, draw up reports and ask Councillors to agree to sign off Council Policy and Procedures.   Under the Data Protection legislation can the Council please give  me the legal definition and Council definition of the phrase below which is included in at least one policy/procedure document

"presumption is against taking action"

Does this stop the Council taking any action in any circumstances?

Does it allow the Council to take action in certain circumstances?

In what circumstances/events could  Council take actions(s).

Information not held. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held. 

However, under Section 12 we do have a duty to be helpful, as such we can confirm that, as a general observation the phrase “presumption against taking action” would not stop the Council taking action in any circumstances. The definition would depend on which specific policy and which service.
