FOI Request - Traffic Data and Survey Procurement

Regarding your authority's use of traffic data services - both traditional and digital - across the past three financial years 2021/22, 2022/23, and 2023/24; please provide the following:
1. A list of any external suppliers used for:
a) Traffic counts
b) Speed surveys
c) Origin/Destination (O/D) studies
2. Total expenditure on these services, broken down by year and category if available.
3. An indication of whether these services are conducted in-house, either wholly or in part. If so, any information about the scale or frequency of this internal work would be appreciated..
4. Details of any use of digital traffic data services (e.g., mobile device data, GPS, connected vehicle data), including:
a) Type of data used
b) Suppliers involved
c) Associated expenditure over the three-year period.
Response 15-07-2025
1. Day to day counts and surveys are undertaken in house. If the Council goes to an external supplier this would normally be through a contract for a larger piece of design or traffic modelling work which is undertaken by a consultant.
2. In house collection is done by a specific officer; information on expenditure is not recorded separately, therefore this information is not held. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held
3. See Question 1 above. Permanent monitoring sites are in situ, the data from which is collected monthly or annually for reports. A series of annual temporary surveys is undertaken and occasional ad- hoc surveys are also undertaken due to customer enquiries.
4. The Council uses data from Agilysis. Costs are available on their website - https://agilysis.co.uk/
The Council has only purchased one year's data so far at a cost of £3500. It should be noted that this was funded by Transport Scotland and not Moray Council.
