FOI Request - Adult Protection Expenditure

Under the Freedom of Information (Scotland) Act 2002, I hereby request the following information:
1. For each financial year from 2019–20 to the most recent completed year, please provide:
a) The total annual budget or expenditure specifically allocated to Adult Protection services (sometimes referred to as “Adult Support and Protection” within integrated health & social care arrangements).
b) If possible, a breakdown of this budget by key components, including (but not limited to):
i) Adult Protection/Safeguarding Assessments and Inquiries
ii) Case Conferences & Protection Planning
iii) Adult Protection Training & Governance (e.g., Adult Protection Committee administration)
iv) Service Improvement Initiatives related to adult protection (e.g., specialist posts, multi-agency collaboration).

2. If an exact figure for “Adult Protection” is not available, please provide:
a) The closest available category within adult social care or health & social care budgets that includes adult protection, and explain how the figures relate (e.g., as part of Moray Integration Joint Board allocations, a specialist team, etc.).
b) Please provide relevant documents or references that clarify the delineation.

3. Please include any relevant attachments or links to published documents such as budget papers, service plans, or annual accounts that reference “Adult Protection,” “Adult Support and Protection,” or safeguarding services within adult social care.

3. There are internal improvement and implementation documents held; however, the Council needs to able to plan its own timescales without the public monitoring the internal deadlines, which could be impacted by internal complications that would not be communicated externally. This information is therefore exempt under Section 30(c) of the Freedom of Information (Scotland) Act 2002 - prejudice to the conduct of public affairs. Disclosure would prejudice substantially, or be likely to prejudice substantially, the effective conduct of public affairs. The public interest test has been considered; the public interest in withholding the requested information outweighs the public interest in releasing it.
