FOI Request - Cooper Park Renovations

I am writing this under the freedom of information act to request information regarding the Pond in Cooper Park.

1. What is the future of the pond?
2. Will there be a bridge over to the islands?
3. Who is the contractor that will be conducting the work?
4. Will the pipeline that allows the pond to fill up and keep the flow of water be reinstalled?

5. Who will have the catering contract?

6. In what way will this new cafe  affect the MnMS cafe that is located in the library?

 

Response 02-10-2025

1. The Levelling Up Fund (LUF) will deliver the following improvements to Cooper Park Pond:
- Vegetation management in and around the pond.
- Redesign and installation of improved inlet/outlet to provide better flow within the pond.
- Board walks to provide improved access in and around the pond.
- Improvements to the existing landscaping, furniture and paths around the pond.

Moray Council Open Spaces have no future plans for the pond other than normal operation and maintenance.

3. Pat Munro Construction Ltd. have been appointed as the main framework contractor for the delivery of a number of LUF projects. Our intention is to deliver the Cooper Park works using them.

 

4. The inlet/outlet water feed to the pond is being redesigned to ensure improved flow.

 

5. An operator for the new café will be advertised next year by Moray Councils commercial property department.

 

6. An assessment was carried out detailing interactions between the existing library café, new café in the refurbished toilet block and restaurants planned within the Grant Lodge and town hall refurbishment. The report concludes there will be no negative impacts.
