FOI Request - Bullying and Prejudice Based Incidents in Schools

Scope and timeframe

Please provide the following recorded information for local-authority schools for academic years 2015/16 to 2024/25 (year-to-date), service-level totals only (no school-level):

A. Annual counts by prejudice category:
• Total recorded bullying/prejudice-based incidents, broken down by the categories you use.
• Where possible, map or report counts against the following high-level categories: racism; disability; sexual orientation; gender identity; faith/religion/belief; sex/sex-based; and other/unknown if used.

B. Victim/target (if routinely recorded at service level):
• Of the above, totals where the target was a pupil; and, if recorded, where the target was staff/other.

C. Disposals/outcomes (service-level, if routinely recorded):
• Annual totals of incidents resulting in support plan/safety plan updates, restorative intervention, or disciplinary/exclusion outcomes.

D. Coding, definitions and policy:
• The incident categories/codes and definitions currently in use and any changes over time.
• Current policy/guidance issued to schools on recording and responding to bullying/prejudice-based incidents.

Response 13-10-2025

A. Attached are the figures since 2020/21 which is the year the first full set of data was recorded on SEEMIS through the Bullying & Equalities module. Provided are the primary and secondary totals for each year, the second sheet shows the breakdown by category type (perceived reason).  Please note some incidents have two or more perceived reasons.

B. All the incidents recorded on SEEMIS are pupil against pupil.

C. Not routinely recorded
