FOI Request - Council Bulk Fuel Purchases

Please provide the following information regarding the council’s bulk fuel purchases:
1. The types of bulk fuel purchased by the council (e.g. diesel, petrol, heating oil, etc.).
2. The frequency and volume of these bulk fuel purchases over the past 12 months.
3. The price per litre paid for the most recent purchase of each fuel type.
4. The name, job title, and contact details of the procurement lead or officer responsible for bulk fuel purchasing.

Please see spreadsheet here for purchase details. The database does not distinguish all the different types of fuels purchased, as such we cannot break down “Fuel Purchase” into the various fuel types, information not held is covered under Section 17 of the Freedom of Information (Scotland) Act 2002 (FOISA).
Nonetheless, for the Council’s Roads and Fleet service we can confirm:
DIESEL
• Frequency – 63 orders over 12 months
• Total – over 1,300,000 litres over 261 deliveries
KERROSENE
• Frequency – 2 orders over 12 months
• Total – over 2,300 litres over 2 deliveries
AdBlue
• Frequency – 13 orders over 12 months
• Total – over 22000 Litres over 13 deliveries

This is considered commercially sensitive information and is therefore exempt under Section 33(1)(b) of FOISA - Commercial Sensitivity, where disclosure would be likely to, prejudice substantially the commercial interests of any person. It is not considered to be in the public interest for commercial details to be shared that may impact on purchasing prices in the future, and therefore negatively impact the public purse.
