I would like to confirm through this Freedom of Information request the following questions relating to affordable housing development and newbuilds built by the local authority (LA) or a development company on behalf of the LA:
1. Is Moray Council developing any new social housing? YES/NO
a) If yes.
i) How many units were built and completed in the financial year 2024/25?
b) How many of these units are for rent?
c) How many of these units are for sale?
d) How many units are predicted to be built and completed in the financial year 2025/26?
e) How many units are predicted to be built and completed in the financial years 2025/26 – 2030/31 (next five years)?
2. Does Moray Council have its own Development Company? YES/NO
a. If yes, what is its name, postal address, and phone number?
3. How many new social housing units are the development company (separate from any development Moray Council are building themselves) Predicting to complete in the financial year 2025/26?
4. How many new social housing units are the development company (separate from any development Moray Council are building themselves) Predicting to complete in the financial years 2025/26 to 2030/31 (next five years)?
5. Please can you provide the name, e-mail, and postal address of the person responsible for running the Development Company?

a)i) This information is therefore exempt under section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible. Affordable Housing Completions.
b) For Moray Council, all 26 units were for social rent.
c) For Moray Council, no units were for sale.
d) For Moray Council, 39 units are expected to be completed in 2025/26.
For our housing association partners, 62 units are expected to be completed in 2025/26.
e) This information is therefore exempt under section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible. For Moray Council, our HRA business Plan which was revised in 2023 can support prudential borrowing for 50 new build units per year for 5 years. You may be interested in the core programme within the tables available at: http://www.moray.gov.uk/moray_standard/page_95565.html The shadow programme would only be brought forward if additional funding became available.
Note that the supporting tables include affordable housing developments for Moray Council, as well as our housing association/RSL partners.
