FOI Request - Care Home Fee Rates

1. Under the Freedom of Information Act 2000, please could you kindly provide your fee rates you pay for older people's care home placements (not working-age adults) for the most recent three years (2023/24, 2024/25, 2025/26).

I'd be grateful if you can provide the various fees for the following:
• Residential (older people)
• Residential dementia (older people)
• Nursing (older people)
• Nursing dementia (older people)

Dataset Request:

Please could you kindly supply one row per year, per category, per band (if used) with the following columns:

• Financial_year: budget year (e.g., "2025/26")
• Effective_from_date: start date of the rate (YYYY-MM-DD)
• Care_category: Residential (older people); Residential dementia (older people); Nursing (older people); Nursing dementia (older people)
• Weekly_rate_gbp: usual weekly rate in £ (before add-ons)
• Fnc_included: for nursing categories: is NHS Funded Nursing Care included? (Yes/No/Not applicable)
• Band_or_grade: if tiers used (e.g., Standard/Enhanced/Complex needs)
• Band_trigger_description: brief criteria for that band/grade (e.g., High-dependency needs per LA policy)
• Quality_or_asset_addon: named uplift (e.g., CQC Outstanding, ensuite, wetroom)
• Addon_type: "percent" or "pounds"
• Addon_value: numeric value (e.g., 5 = +5% or 25 = +£25)

Please find attached the information requested. 

Please note, for Care Home Funded Board Rate the Effective Date will be from the first Monday of April.  For Free Personal Care Rates (FPC) it will be from 1st April.

For Care Homes with an Enhanced Status, there will be an additional £2.50 added to Board Rate, for Nursing an additional £3.00.

Any client deductions are subtracted from the Board Rate and the Balance is paid to the care home by the Moray Council.

We have added in a column to show the FPC rates also.

In regards to Dementia Care etc, it is still the standard rate that is paid.
