I am submitting this request under Section 1 of the Freedom of Information (Scotland) Act 2002 for full disclosure of the current and historical governance structure of the Moray Adult Protection Committee (APC).

Requested Information

Please provide the following information for the period 1 January 2023 to the present date:

1. Membership and Appointments
The full list of current Moray Adult Protection Committee members, including:
Name, role, and employing organisation for each member;
The date of appointment and, if applicable, the date of cessation of membership;
Identification of the Independent Chair (name, background, and appointment process).

2. Governance and Statutory Compliance
A copy of the Committee’s Constitution or Terms of Reference;
Copies of the Business Plan / Improvement Plan(s) for 2023 and 2024 (or equivalent strategic documents);
Details of how the Committee meets the requirements of the Adult Support and Protection (Scotland) Act 2007, Schedule 1, including representation from Moray Council, NHS Grampian, and Police Scotland.

3. Meetings and Minutes
Copies of minutes, agendas, or summary notes from all Moray APC meetings held since 1 January 2023;
Attendance records for each meeting (including substitutes);
Any correspondence or report submitted by the Independent Chair to the Chief Officers Group or to the Scottish Government during the same period.

4. Website and Transparency
The reason why the public membership and governance information is not currently available on Moray Council’s Adult Protection Committee webpage, and any decision, review, or instruction that led to its removal.
