FOI Request - Children Accessing Specialised Provision in School

We are seeking data relating to children accessing specialised provision at primary level. By “specialised provision” we mean provision outwith mainstream schools, or provision within a mainstream setting, such as Language and Communication Support Centres (LCSCs), standalone and co-located ASN schools, Home Base provision, and any other ASN provision.

Specifically, we would be grateful if you could provide the following information for primary pupils in the past three years:

1.  The percentage figure your authority holds for the proportion of pupils identified as having Additional Support Needs (ASN).

2.  An outline of the methodology or mechanism by which this ASN percentage is collected and calculated in your authority.

3.  The number of places currently allocated in specialised provision for each primary year group.

4.  The number of applications received for entry into specialised provision by each primary year group.

5.  The number of successful applications from mainstream primary schools for placement in specialised provision, by primary year group.

6.  The number of primary pupils receiving specialist support within mainstream schools following referral to the dedicated mechanism or panel within their local authority area, and the number whose applications were rejected.

7.  The number of primary pupils who have been referred to the aforementioned dedicated mechanism or panel more than once.

8.  The number of Additional Support Needs (ASN) tribunals involving primary pupils, and the outcomes, broken down as follows:

a. Decision in favour of the appellant
b. Decision in favour of the authority
c. Withdrawn prior to hearing
d. Resolved through mediation or settlement
