FOI Request - Integrated Impact Assessments in Relation to Library Services

I should be grateful if you could provide me with a copy of the Integrated Impact Assessment that has been conducted in relation to the changes being proposed to the Library Services across Moray.

This has also been referred to as an Equalities Impact Assessment. If these are in fact two separate assessments then please send me a copy of the Equalities Impact Assessment as well.

Moray Council is not in a position to share a copy of the Integrated Impact Assessment (IIA) in relation to library proposals at this stage, as it is an evolving document and will be up until any proposed change is considered at Council Committee. We can confirm that IIA's were previously called Equalities Impact Assessments, so can confirm they are not separate documents.

If any proposed change is approved then the Council has a statutory duty to publish the final IIA within a reasonable time; this aligns with the application of Section 27(1) as noted below.

In light of this we consider that the IIA is exempt from release at this stage under:
Section 27(1) – Information intended for future publication and Section 30 – Prejudicial to effective conduct of public affairs. We do not consider it to be in the public interest to release any information early, as that may have an impact on the established decision making processes.
