Please can you provide UNISON with the following information regarding your council's policies and practices on disability equality (as defined by the Equality Act 2010):

1.  Disability employment schemes provide essential support for disabled people to find and maintain employment. Is your council signed up to one or more disability employment schemes, such as Disability Confident?

a)  Yes - Please provide details about each scheme that you are signed up to.
b)  No

2.  Please provide a copy of your policy and procedures in place that outline the council’s approach to the identification and implementation of reasonable adjustments for disabled employees in accordance with the Equality Act 2010.

3.  Does your council provide training or education for managers and employees relating to disability awareness and about the process for the implementation of reasonable adjustments for the councils’ disabled employees in accordance with the Equality Act 2010?

a) Yes - Please provide details or any documents that you provide to managers and employees.
b)  No

4.  Do your procurement policies require private contracts to demonstrate a commitment to promote disability equality and provide regular reports on how they are achieving this? If yes – do you also ask which disability employment schemes they have signed up to?

1. Yes, Moray Council is a Disability Confident (Level 2) employer and operate the guaranteed interview scheme.

2. Please find the information requested here.

3. Yes, we deliver corporate training on delivery of our Health and Work Policy which includes reference to reasonable adjustments. Professional HR advice is also available to managers, including support with identifying and implementing reasonable adjustments. In addition, our Health and Work policy references our commitment to meeting our responsibilities in this regard.

Excerpt from the Procurement Strategy:

Reserved contracts – we will consider the use of reserved contracts for supported businesses where the opportunity allows for such an approach. Where a business has as its main aim to socially and professionally integrate disabled or disadvantaged people, we will consider reserving the contract opportunity to this sector.

Excerpts from Procurement Procedure:

4.2.3 In addition to the standard requirements for a tender, public bodies now have a legislative duty to consider a wide ranging set of considerations for each tender above £4M. However as good practice we are asking our Lead Officers to include these issues for all tenders (where possible):
• Accessibility – open and transparent, stakeholder engagement
• Community Benefits – local focus on added value
• Sustainability (Economic, Social and Environmental)
• Equalities – fair and transparent, employment and service delivery equalities, equality impact assessment, etc
• Ethical Procurement – promote the use of fair trade
• Provision of food/animal welfare Reserved Contracts – For supported businesses where the main aim is the social and integration of disabled or disadvantaged persons and where at least 30% of those employed and engaged with the programme are disabled or disadvantaged.
