My recent FoI request for a list of council minibuses was rejected, citing Freedom of Information (Scotland) Act, Section 35(1)(a).

I fail to see how a list of vehicles that discloses information that is available to anyone standing on a street corner in anyway constitutes a risk of cloning. Registrations are displayed by vehicles in public areas and vehicles carry council livery. There is no evidence that lists supplied in previous years have led to any criminal acts. However, as a compromise, as per my previous request, the list could be reduced to fleet number and the last three letters of the registration. This possibility was included in the original request – “Should the council use any excuses to not divulge full registrations, then just the final three letters of the registration would be acceptable”.

In attendance were the Information Governance Manager and Data Protection Officer, Fleet Services Manager, Solicitor, and Information Co-ordinator.

Your FOI Request (101003899672) from 12th December 2025 was discussed. All information requested, bar the requested registration numbers, was given in our FOI response dated 9th January 2026. Whilst we remain conscious of the possibility of misuse of vehicle registration information, we have been persuaded, in this instance, to release this information, particularly as only three digits were requested.
