Under the Period Products (Free Provision) Scotland Act 2021, each local authority is allocated a budget to support this legislation. Therefore, could you provide information on the following:
1. How much funding is allocated to your local authority, specifically for period products? Please provide figures for the financial years 23/24, 24/25 and 25/26.
2. How much of the allocated funding is utilised for period products, in support of this Act?
3. If the allocated funding and utilised funding are negatively different, could you specify why this is? Essentially, if the full allocated budget is not used, could you explain why?
4. Which specific brands do you purchase from?
5. Do you purchase products with specific criteria? I.e. organic

3. The underspend was due to the reduction in requests from schools for period products. When schools realised that products had a use by date they were very careful not to order in bulk and only ordered as and when required.
Control of Community and School budgets has hanged for 2025-2026,;we are on track for full spend on both budgets this year. We were fully spent in Communities for 24/25 and appointed a part-time co-ordinator in January 2025 to support the work covering both budget; this process took longer than anticipated. This new role has enabled focus on ensuring Moray Council’s free period products allocation is optimally used.

5. We have ordered organic disposable pads when specific requests are made.
We try to order tampons with carboard applicator rather than plastic- again for reduction in environmental impact and carbon footprint.
We are encouraging re-usable products where possible ie cups and pants. The pants we have sourced include Full Stop bamboo briefs for their environmental benefits.
Through consultation with a wide range of young people, the Wuka pants were identified as the preferred product- excellent absorbency, no VPL under leggings, designed to stretch across 3 sizes and seamless which is a feature preferred by young people with sensory issues. As Wuka is not listed on the Scottish Excel procurement list, this has taken some time to be able to access these, which we have now achieved.
