FOI Request - Rent Restructuring Points System Data

1. A copy of the current rent restructuring policy or methodology used by Moray Council to calculate rent levels using the property “points” system referred to in rent increase notices.

2. The points value assigned to each attribute within the system (for example: baseline rent, number of bedrooms, property type, EPC rating, garden, parking provision, additional toilet, sheltered housing elements, etc.).

3. Confirmation of the monetary value assigned per point within the rent calculation model.

4. The number of Moray Council properties currently assessed with:

a) 17 total points
b) an EPC rating of Band C
c) 1 bedroom
d) semi-detached property type

5. The weekly rent charged from April 2026 for properties matching the criteria in question 4.

6. Confirmation of the date and source of the EPC rating used for the property at 9 Seaview Place, Cullen, including:

a) the EPC certificate reference number
b) the date the assessment was carried out
c) the assessor or organisation who produced it.

7. A copy of the RdSAP dataset or input data used to generate the EPC rating for 9 Seaview Place, Cullen, if held by the council.
