Under the Freedom of Information Act, I would like to request the following information regarding paper and cardboard recycling in your borough:
1. What are the contractual performance KPI's for this contract?

a) Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
b) Who is the current supplier?
3. Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date?
4. Are there any processing facilities or MRFs utilised within the contract if so what the names and addresses?
5. How is your fibre processed (baled or loose)?
7. Where is the end destination of the fibre?
8. What is your current collection method (dual stream, single source, kerbside sort or comingled)
a) What tonnage per year do you produce by fibre grade?
9. Start date & duration of framework/contract?
10. Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
11. Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
12. Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
13. Who is the senior officer (outside of procurement) responsible for this contract?
14. Are there any plans to change the existing service?

1. Monthly update for material prices for up coming month broken down to include processing and transportation costs

2. a) Not held. We would not be providing this information as we are not the framework owner. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.

4. Our current supplier uses the following sites:
Nechells Paper Mill, Mount St, Nechells, Birmingham, B7 5RE Smurfit Kappa THX Mill, The Mill, Snodland, ME6 5AX
5. Mixed papers are sent as loose loads. Cardboard is baled by ourselves and sent as baled loads.

8. We currently do mixed paper and cardboard kerbside household collections. We currently do segregated mixed paper and cardboard commercial collections. We have separate collection skips for mixed papers and one for cardboard on our HWRCs.

Mixed paper total for 2025 2900 tonnes
9. Start 10/02/25 End 09/02/28
10. This would be considered commercially sensitive and therefore exempt under Section 33(1)(b) of the Freedom of Information (Scotland) Act 2002- Commercial Sensitivity.
