Response 15-06-2026
1. We do not currently have an official written policy or procedure for the acceptance of ACM to provide; this is currently under development.
Please see below the current procedure we have followed for many years:
Within the Waste department we will only accept ACM from members of the public. We do not accept ACM from commercial enterprises. The procedure is that the member of the public will phone in the request relating to ACM to the waste hotline. They will leave a brief description of the issue, along with their name, contact telephone number and if possible, an e-mail address. A Confirm enquiry ticket is raised and passed onto the Waste department. An officer will contact the member of the public and explain the full procedure for disposing of ACM.
2. The advice we will give to a member of the public is as follows:
"Asbestos Disposal
With regards to your recent enquiry for disposing of asbestos, here’s our current procedure:
All asbestos needs to be double wrapped in plastic wrapping, including tiles/broken pieces. We advise in bundles of no more than 3 sheets as it gets rather heavy for man handling. Small tiles/broken pieces can go into plastic bags, again double bagged. The asbestos needs to delivered to our main Waste Transfer Station in Elgin, full address is:
Moycroft Waste Transfer Station
Moycroft Industrial Estate
Elgin

Please note this is not the recycling centre opposite Pinz. We are located right at the end of that road past Williamsons and Scottish water.
We accept asbestos at the site Mon –Fri, 08:00 – 14:00, ideally not between 12:00 – 12:30 as that is the site lunchtime. You need to pre-book your visit through myself, 078xx xxxxxx, or by e-mail (best method as I’m often out of phone signal range), so that I can forewarn the office to expect you. Therefore, if you can let me know a date and time (usually happy with an hours window for delivery) I will book you in. Upon arrival at the site, please drive round the back of the main building to the main office as there is some paperwork that needs completing on site. This is just the address the asbestos is from, the name of the person delivering, date and vehicle registration. We require this as we have to keep a paperwork trail for SEPA. Once the paperwork is complete the driver will be directed to the asbestos skip for unloading the material into.
If you have any further questions, or wish to book a drop off time, please feel free to e-mail me.
Once we receive the ACM, it is stored within a 40Cu Yd enclosed skip which is kept secured. When the skip is full we will obtain a Special Waste Consignment Note from SEPA, then book in delivery of the skip to our outlet (licenced hazardous waste landfill site) at:
