FOI Request - Policies, Guidance and Data on Supporting Transgender / Gender Questioning Pupils

1. Data Collection - Do you or schools under your authority collect or hold any data on the number or proportion of pupils who identify as transgender, trans, non-binary, or who have the protected characteristic of gender reassignment?
2. If yes, please describe:
a) What specific information is recorded (e.g. via SEEMiS or other systems)
b) How the data is categorised and reported (e.g. by school, age, biological sex)
c) The most recent figures held for the last full academic year (or last 3 academic years if available).
3. Policies and Guidance - Provide copies of all current policies, guidance documents, statements, or protocols held by the council (or issued to schools under its authority) relating to supporting transgender, gender questioning, or gender dysphoric pupils. This includes documents covering social transition, name/pronoun changes, uniforms, toilets/changing rooms/sports facilities, residential trips/accommodation, curriculum content, and recording of pupil data.
4. Provide details of any updates, revisions, or new versions of such guidance issued or implemented since 1 January 2025, including the specific dates they were adopted or circulated to schools.
5. Provide details of any Equality Impact Assessments (EQIAs), Child Rights and Wellbeing Impact Assessments, or risk/safeguarding assessments carried out in relation to the above policies/guidance (particularly those carried out or updated since April 2025).
6. Provide information on how schools are required or advised to involve parents/carers when a pupil expresses gender distress, requests social transition, or asks to be treated as the opposite sex. Include any guidance on confidentiality versus parental notification.
7. Provide the number of schools in your authority that currently have gender-neutral toilets or changing facilities, and any policy on access to single-sex facilities based on gender identity versus biological sex.
8. Provide any training materials or briefings provided to school staff on these issues since 1 January 2025.

7. We have accessible toilets in all schools that any child can access. Due to the current guidance from the Scottish Government all gender toilets are by biological sex.
