FOI Request - Commercial Cleaning Contracts

I am writing to request information under the Freedom of Information Act 2000. I would be grateful if you could provide the following information in relation to commercial cleaning and associated facilities services contracts currently held or recently awarded by your local authority.

1. Current Contracts

a) A list of all current contracts for cleaning services (including but not limited to general cleaning, specialist cleaning, window cleaning, washroom services, and janitorial supplies).

b) For each contract, please provide:

i) Supplier name
ii) Contract start date
iii) Contract end date (including extension options)
iv) Total contract value (or annual value where total is unavailable)
v) Description/scope of services
vi) Schools included within scope (in-house vs traded services)
vii) Contract reference number (if applicable)

2. Framework Agreements

a) Details of any frameworks used to procure cleaning services, including:

i) Framework name and provider (e.g. CCS, ESPO, NHS SBS, etc.)
ii) Lot number(s) utilised
iii) Whether the contract was awarded via direct award or mini competition

3. Upcoming Opportunities

a) Details of any cleaning-related contracts due to expire within the next 24 months, including:

i) Current supplier
ii) Expected re-tender date
iii) Indicative contract value (if available)

4. Incumbent Performance / Structure (if held)

a) Contract management structure (e.g. in-house vs outsourced management)

b) Use of KPIs or performance frameworks

c) Any known plans to change delivery model (e.g. outsourcing, bundling with other FM services)

5. Spend Data

a) Annual spend on cleaning services for the last 3 financial years (if available)

6. Additional Relevant Information

a) Any strategies, policies, or initiatives relating to cleaning services, including:

i) Sustainability or environmental requirements
ii) Social value expectations
iii) Use of technology (e.g. sensors, CAFM systems)
