Cross Pavement Charging
The Council supports the use of approved infrastructure to accommodate charging cables to support the home charging of electric vehicles, subject to the location and infrastructure meeting key criteria.

The Council’s policy was approved at Committee on 8 September 2026 as follows:
‘Moray Council supports the use of Cross Pavement Charging Infrastructure to accommodate cables for the home charging of electric vehicles where the proposed location meets the criteria set out in the guidance note and the infrastructure is installed by an approved contractor through a Section 109 Agreement under the New Roads and Street Works Act 1991.
The responsibility for the maintenance of the infrastructure will lie with the householder and/or service provider and there will be an annual inspection undertaken by the Council to ensure that the infrastructure has not damaged the footway or cause a hazard to the uses of the footway.
If at any time there are complaints received about the use and/or the condition of the infrastructure, the householder will co-operate with the Council to ensure that the infrastructure is safely used, does not present a hazard to other road users and is in an acceptable condition.
If a householder leaves or sells a property, unless otherwise agreed in writing with the Council, the infrastructure will be removed from the footway and the footway reinstated to the required Council standard.
All costs associated with the installation, maintenance, replacement and removal of the infrastructure will be met by the householder/service provider.
Finally, the installation of the infrastructure does not in any way infer a right to park adjacent to it. There will be no dedicated parking provided and the public road will remain available for parking by any road user.’

The Energy Savings Trust (EST) has opened funding for cross pavement charging equipment. To be eligible for the grant you must have permission from the Council where the cross pavement charging solution would be in the public road. To determine whether your location meets the criteria, please complete the application form:

Your application will be assessed and if the criteria are met then a letter will be provided to support any application for grant funding to Energy Savings trust or other funding body.
Upon a successful application you will be required to enter into a Section 109 Agreement and pay the required fee.
There will be no charges at this time for unsuccessful applications.
