Specifically, my query relates to the Birnie road C2E, opposite Elgin Golf Club
Please can you send me:
1. A copy of your current road maintenance policy relating to that road. Please send me the full policy, but this should include details of the indended frequency of road safety inspections, how these inspections should be conducted and the maximum time between identification of a defect and repairs being carried out.
2. A copy of the road repair history for that road over the past year. Agin, please send me the full road repair history, this should include:
-Dates of all safety inspections between 23rd November 2016 and 22nd January 2017
-Details of how safety inspections were undertaken (walked, driven, speed of inspection, vehicle etc)
-Details of all carriageway defects identified, with description, date and time
-Details of how the authority handled these defects, what repairs were underaken and the time between the identification of each defect and a repair being carried out.

1. Most of the information requested is already available online within our Road Asset Management Plan

The C2E is inspected at 6 monthly intervals, with inspections scheduled in May & November each year.

2. Our asset management system uses a digital road network to reference all inspections, works instructions, inventory etc.  The section of road adjacent to Elgin Golf Club is part of the rural road section described as “C2E From Birnie Road in Elgin to Glenlossie Road in Thomshill with branch via Dykeside to B9010”.  The attached report is based on that road section, and contains:-

i. The dates of all safety inspections carried out within the past year,

ii. Details of all works instructions raised within the last year

Rural safety inspections are driven, using a small van.  We would generally aim to inspect at 20mph or less, but this will depend on the road geometry, width, traffic volume, weather etc and will often be lower in practice.
