Please could you supply me with some information in respect of the above, as detailed below. Please could this be sent to me in the form of an excel spreadsheet at your earliest convenience.
The details I require are as follows:-
A list of all businesses within your local authority area showing the following details:-
• Name of the ratepayer
• Address of the property, including postcode
• Property description
• 2010 List Rateable value
• 2017 List Rateable value
• Net bill amount for 2017/18 after any reliefs are applied
• The type and amount of any relief applied to the account, including transitional relief, empty property relief, small business bonus etc and also where 2 or more reliefs have been applied
• The date the liability began
• The correspondence address

These were reported on the Moray Council Website for Non Domestic Rates FOI quarterly reports up to 31st March 2017. The next reports will be produced early in July for the period April 2017 to June 2017.
These documents detail many of the details requested above but not all. Listed below is a breakdown of information provided and not provided (as per the web page), with a reason why;
Name of the rate payer - Not provided due to being able to identify individuals with this information; exempt under Section 38(1)(b) of the Freedom of Information (Scotland) Act 2002- Personal Information
We are unable to provide sole trader information (for the above reason) and we are not able to easily identify Limited company accounts, in our system it would entail a member of staff looking through 4000+ account to identify just the Limited company accounts which would take over 300 hours therefore this information is exempt under Section 12 of the Freedom of information (Scotland) Act 2002- Excessive cost of compliance.
Address of the property, including postcode - Provided Property description - Provided
2010 List Rateable value - Provided
2017 List Rateable value - Not applicable in this time period. Reports produced in July will show 2017 Rateable Value. It is therefore exempt under Section 27 of the Freedom of Information (Scotland) Act 2002 as Information due for publication within the next 12 weeks
Net bill amount for 2017/18 after any relief's are applied - Others specific financial information - this is exempt under Section 36 of the Freedom of Information (Scotland) Act 2002- Confidentiality
The type and amount of any relief applied to the account, including transitional relief, empty property relief, small business bonus etc and also where 2 or more relief's have been applied - Provided
The date the liability began - Unable to provide as reporting system does not provide accurate information therefore this is exempt under Section 17 of the Freedom of Information Scotland) Act 2002- Information Not Held
The correspondence address - Confidential information, as uses as part of security check to identify customer (exempt under Section 36 of the Freedom of Information (Scotland) Act 2002)
