FOI Request 12.5% Business Rates Cap

I would like to request the following data with regards to the 125% cap for Non-Domestic Rates:
1. How is the cap being implemented@ (e.g. manually issuing  it or through rebate)
2. How many businesses and organisations are eligible for the cap?
3. To date, how many businesses and organisations which are eligible for the cap have received the cap in full?
4. To date, how many businesses and organisations which are eligible for the cap have not received the cap?

1. Businesses can only apply by completing a specific application form, then eligibility is checked against scheme criteria.

2. This is unknown, as we do not know the business usage and therefore eligibility for the cap, until businesses apply.
