Updating and Screening Assessment

Executive Summary

This is the Updating and Screening Assessment (U&SA) required under The Environment Act 1995 and subsequent regulations.  The Act requires Local authorities conduct a Review and Assessment of air quality in their area to assess compliance with the objectives set out in the Air Quality Strategy for England, Scotland, Wales and Northern Ireland 2000, the Air Quality Regulations 2000 and Air Quality (Scotland) Amendment Regulations 2002.

This report concludes  that NO2 concentrations measured by Moray Council during 2008 were below the National Air Quality Strategy annual mean objective for NO2 at all monitoring locations.  However, NO2 concentrations at West Park Court, Elgin were close to the objective in 2008.  As a result, additional monitoring of NO2 is to take place in Elgin and to consider air quality impacts of new developments of traffic management proposals for the area.
