Collaborative Procurement

Scotland Excel are responsible for developing and implementing procurement strategies for the local authority Category B commodities.  These are commodities that are common to all local authorities.  Scotland Excel works collaboratively with members and suppliers to raise procurement standards and secure best value for customers.

Scottish Procurement are responsible for developing and implementing procurement strategies for national Category A commodities.  These are commodities that are common to all public sector bodies.  Scottish Procurement aim to deliver greater value for money in public spending across Scotland.

The Moray Council influence the development of both Category A and Category B tenders by participating in the development and providing information on local requirements.  Each collaborative contract is assessed to ensure best value for Moray.

The Moray Council also develop Category C (local) and promote C1 (local collaborative) contracts where appropriate, as an approach to achieve greater efficiencies.

We give consideration to and enter into cross sector local collaborations (Partnerships) where it is deemed beneficial to the achievement of our Single Outcome Agreement objectives and to achieve best value for Moray.

Lists of current contracts and forthcoming contract opportunities for Category A and B commodities are contained in the Forward Plan published via Public Contracts Scotland.  The Forward Plan is updated on a monthly basis.
