HR ICT Organsiational Development (OD)

HR Operations

Ensures the Council’s workforce is managed in compliance with relevant employment legislation and best practice standards

Provision of competent professional advice regarding employment legislation, operational advice and support to managers (e.g. absence, discipline, grievance, performance management, service redesign, TUPE, employee relations, pay and grading, recruitment)

Employment Administration

Provision of employment admin service (e.g. contracts of employment, changes, maternity, paternity, etc), compliance with the Equal Pay Act in terms of pay, compliance with Equalities Act in relation to recruitment, reporting, health/disability cases, general equality duties

Payroll

Ensures accurate and timeous payment of wages, compliance with statutory provisions for payroll, pensions, national insurance and tax

Information and Communications Technology 

Provides an intrinsic service for service delivery and efficiency; an enabler for business change through streamlining business processes, improving accuracy and delivering operational efficiencies

To ensure that cost effective reliable technology is in place to meet current and emerging service requirements in order to support the Council deliver efficient high quality services that will make a difference to the community of Moray:

  • core work / operational support 
  • compliance / corporate work 
  • developmental service led work

Infrastructure Systems 

Responsible for:

  • equipment (desktop PCs, laptops, servers, telephony, data networking) within the Council and Schools, cyber security and resilience

Information Systems

Responsible for:

business systems used throughout the Council and Schools including support and enhancements, digital services 

Organisational Development 

Ensures the Council’s workforce is supported to meet corporate priorities, service delivery now and in the future. 

Provision of strategic workforce planning, leadership development, organisation development advice, professional training and certification, support for the ongoing development of the Council's workforce, to lead workforce culture and engagement work

Health & Safety 

Provide a comprehensive safety management system that includes:

  • health and safety advice;
  • audit;
  • inspection;
  • monitoring activity

Ensure there is a healthy and safe environment for employees, service users and members of the public

Communications

Ensures a comprehensive corporate communications function, provision of advice and support to services, press and media management, social media and communications campaigns
