Transitional Relief - Parks

In the financial year 2024-25, the amount of relief available under the parks Transitional Relief scheme is reduced to 33% of the gross rates bill. 

1 April 2023

A Parks Transitional Relief scheme limits the amount of rates payable in 2023-24 by premises situated in parks and have now been rated as a result of the recommendation of the Barclay Review of Non-Domestic Rates.

Qualification

A premises will be eligible for an award of relief if:

  • it is situated in a park;
  • it was not present on the Valuation Roll on 31 March 2023;
  • it was inserted in the Valuation Roll for the first time on 1 April 2023 in response to the recommendation of the Barclay Review of Non-Domestic Rates;
  • it was inserted in the Valuation Roll with rateable value in excess of zero on 1 April 2023.

Exclusion

A premises will be excluded from receiving Parks Transitional Relief if:

  • it appeared on the Valuation Roll at 31 March 2023;
  • it was inserted on the Valuation Roll on a date after 1 April 2023;
  • it was inserted on the Valuation Roll with a rateable value of zero on 1 April 2023;
  • it was inserted on the Valuation Roll for a reason other than as a response to the recommendation of the Barclay Review of Non-Domestic rates

Amount of Relief

The Parks Transitional Relief scheme awards 67% rates relief to qualifying prremises.

Application

Any ratepayer who wants to apply for an award of relief under the Parks Transitional Relief scheme, will be required to complete an application form once they have received their 2023-24 non-domestic rates bill. The application form may be obtained by clicking here.

Worked Relief Example

Qualification

The premises was not inserted in the Valuation Roll at 31 March 2023

Premises' rateable value at 1 April 2023 is £37,000
(The  premises was only inserted in the Valuation Roll at that date)
Gross rates bill for 2023-24 of £18,426 (£37,000 x 49.8p).

There is no entitlement to Revaluation Transitional Relief.

The Parks Transitional Relief Bill scheme makes awards of 67% relief to properties inserted on the Valuation Roll at 1 April 2023.  This means that the net bill is reduced to £6,081 (£18,426 x 67% = Parks TR: £12,345).
