Affordable Housing Supplementary Planning Guidance and Policy DP2 Housing of the Moray Local Development Plan 2020-
Commuted Sums

The Affordable Housing Supplementary Planning Guidance states that:

  • Where a commuted sum is agreed, the commuted sum should be a value equivalent to the cost of providing the percentage of serviced land required by the Council's policy on provision of affordable housing.

Policy DP2 Housing of the Moray Local Development Plan 2020 states that:

  • For proposals of less than 4 market housing units a commuted payment will be required towards meeting housing needs in the local housing market area.
  • The commuted sum will be reviewed every two years and is based on the District Valuer's assessment of the value of serviced land for affordable housing in Moray.

On 3 August 2021, the Planning and Regulatory Services Committee agreed the rate of commuted sums based on a study completed by the District Valuer.

We are reviewing our Developer Obligations Supplementary Guidance and expect this to be finalised in 2024.
