What is ECO 4 Flex?

The ECO (Energy Company Obligation) 4 Flex scheme has now launched in Moray and will operate until 2026.

The main objective of ECO 4 Flex is to reduce fuel poverty by improving the energy efficiency in private housing that is occupied by low income, vulnerable and fuel poor households.

Funded by major energy suppliers, ECO 4 Flex will help qualifying householders save on their energy bills and help reduce carbon emissions.

Scarf, a social enterprise based in Aberdeen, manage and administer this scheme on our behalf. Scarf also offer a range of free advice and information on energy efficiency measures.

Details of eligibility appear on our Statement of Intent ECO 4 Flex (April 2022 - March 2026) which supercedes our previous Statement of Intent. Further information on the application process can be obtained from Scarf or phone 01224 213 005 or from the contractors listed below.

If households are eligible, supporting evidence will be collected and once checked, Moray Council will sign-off the Declaration.

Having a Declaration/referral does not guarantee that an energy supplier will install a measure at your home, the final decision rests with the supplier.
