The Scottish Government has published details on its website of the assistance it is providing to ratepayers during the coronavirus (COVID-19) health emergency. Some aspects of this assistance is being administered by local authorities. Please click here to go to the Scottish Government’s website.
Applying for a Grant
To apply for a grant of £10,000 or £25,000, you must complete an application form (updated 31/03/20). Please click here to download it. This form, which sets out the qualifying criteria, is interactive and can be completed electronically. You should type text directly into all of the boxes and e-mail it directly back to us using the red ‘Submit’ button at the end.
We will endeavour to pay all grants within 10 days of receipt of a completed application form.

Payment of Non-Domestic Rates bills
Moray Council recognizes that the on-going outbreak of COVID-19 is causing significant stress for some businesses. In instances where the payment of rates is contributing to this stress, contact should be made with the council to discuss deferment of payment of rates. On 18 March 2020 Economy Secretary Fiona Hyslop addressed the Scottish Parliament on the economic impact of COVID-19 in Scotland.
In her statement she outlined the actions being taken by the Scottish Government to support businesses including a package of measures worth £2.2 billion from 1 April. In regard to rates relief these were:
• a full year’s 100% non-domestic rates relief for retail, hospitality and tourism
• £10,000 grants for small businesses in receipt of the Small Business Bonus Scheme or Rural Relief
• £25,000 grants for hospitality, leisure and retail properties with a rateable value between £18,000 and £51,000
• 1.6% relief for all properties, effectively freezing the poundage rate next year
